Rinse the rice thoroughly under running water until the water runs clear. This removes excess starch and ensures the rice doesn't become sticky.
Dice tomatoes and bell peppers. In a deep pan or pot, heat the vegetable oil over medium heat. Add the diced onion and sauté until golden brown. Add the red bell pepper and minced garlic and sauté for another 2-3 minutes until the bell pepper is soft.
Stir in the tomato paste and mix well with the onions and bell pepper. Then add the fresh diced tomatoes, canned chopped tomatoes, and spices (smoked paprika powder, cayenne pepper, salt, and pepper). Also add the fresh thyme and bay leaves. Let the mixture simmer for about 10-15 minutes until slightly reduced and thickened.
Chef's tip
For an even more authentic touch, you can purée the tomatoes, bell peppers, onions, and chili in a blender beforehand and then reduce this base.
