In a large bowl, combine the cooked rice, flour, milk, egg, vegetable oil, baking powder, salt, pepper, and garlic powder. Stir everything into a smooth batter.

Preheat the waffle iron and lightly grease it with a little oil or butter to prevent the waffles from sticking.

Pour about half a cup of batter per waffle into the iron and bake until golden brown and crispy (approx. 3-5 minutes, depending on the appliance).
