Preheat the oven to 200 °C and line a baking sheet with parchment paper.

Place the salmon fillet on the baking sheet, drizzle with a little orange juice, season with salt and pepper, and bake at 190 °C for about 10–12 minutes.

Meanwhile, prepare the couscous: Place the couscous in a bowl, add chili powder, orange zest, the remaining orange juice, salt, and pepper. Pour boiling water over it, cover, and let it swell for 10 minutes.
